In the natal chart of a Georgian (Russia) businessman/stateman, whose economic policies put him at odds with President Putin. 

In this instance, Hades combined with Kronos indicated the problems he experienced with a leader.  Pluto indicated the problem was finance--he wanted a flat tax,  a boon for business owners.

However, this same picture might have been found in the chart of someone whose work was focused on financial reform for disadvantaged people (it wasn't), or he could have been someone who stole money from the government (he didn't).
